The 13th Court of appeals of Texas has rendered a decision in the matter of taxation of Travel Trailers and Park Models and it came down favorable to us  but the battle is not yet over inasmuch as Cameron County has appealed and hearing was scheduled for January 28, 2007 in Brownsville's 359th Court. The case is now back in the 13th Court of Appeals (Texas) and will be heard eventually.  the wheels of justice turn very slowly in Texas especially

This associatiion need member dues and/or donations in order to continue the battle on members' behalf on matters of concern to residents in rental manufactured Home Communities and those dealing with Recreatiional Vehicles with Federal, State, County officials.

The 80th Texas Legislative session has come and gone with NOTHING being accomplished, primarily, due to apathy on the part of legislators regarding the needs of those living in rental manufactured home communities.

There was one bill championed by Representative Deshotel and Senator Eddie Lucio, Jr which would have prevented evictions except for JUST CAUSE but, somehow, probably in the dead of night, was changed from a positive to a negative and, in spite of requests for explanation, none was forthcoming. Thankfully, that bill died in committee.

Your association is in CRISIS.  No member, other than your Board and Gene Flynn has attended the October, November and December meetings.

Your newsletter was mailed out to those who have paid their dues for one or more years since 2003 and, of course, Charter Members.  The cost is mounting and providing a service to those who choose not to support us is not a viable options. Dues need to be paid in order for this association's ability to repreent manufactured (and RV) owners to continue.

The only people who were available to process the mailing of the newsletter were: yours truly, Carl Carlson, Mr/Mrs Miller, Frank Sommerfeldt and Gene Flynn. Without those, there would have been no newsletter mailing at a loss of several hundred dollars and wasted effort.

Most of your Board has given indication that they will not be opting to serve after their term expires in February. This is understandable in view of the above notations.

Your President has indicated his desire to serve in some capacity but not as President but will stay on until some one is elected to replace him.

PS  Your President has received Board approval toward attempting a change in our Tax Exempt status from the present 501(c)(4) to 501 (c)(3) and, if successful, would give us a better (much better) opportunity toward obtaining grant(s).  This effort, of course, would be contingent on continued/improved support by our members by paying their dues, making donations and attending meetings, providing input and participation in those area where human physical help is sorely needed.
